This presentation is designed to take a step back and focus on the foundational concepts, terminology and processes involved in regulating the use of land.  Among other items, attendees can expect to learn:

  • A brief history of Zoning in Pennsylvania
  • The sources and limitations of a Township’s ability to regulate Zoning
  • How to enact a Zoning Ordinance and Zoning Map (and what should they include)
  • The difference between various types of uses (e.g., by right, conditional use, special exception, variance, nonconforming)
  • Administration of a Zoning Ordinance at a municipal level
  • The meaning of “subdivision and land development” and a Township’s ability to regulate them
  • How to enact a Subdivision and Land Development Ordinance (and what they should include)
  • Administration of a Subdivision and Land Development Ordinance at a municipal level
  • The Plan Review process, including the roles of staff and municipal and county governing bodies
