David A. Levine is a member of McNees’ Construction & Procurement Law and Real Estate Practice Groups. He takes pride in advocating on behalf of his clients, leveraging his 30 years in the industry to bring value to his clients and their projects.
David has extensive experience counseling contractors, subcontractors, sureties, developers, and owners on complex construction and development projects. He is detail-oriented and takes the time to get to know his clients and the intricacy of their projects to better understand and approach the legal issues that may arise. His representative matters include contract negotiation and alternative dispute resolution and litigation on stadiums, hospitals, schools, water treatment plants, chemical plants, steel mills, bridges, highways, hotels, prisons, and office buildings. They involve a broad range of issues focused in part on cost overruns, extra work, lost productivity, supply chain disruption, COVID-19 impacts, delay and disruption and defective design, to name a few.
In addition to his construction and surety practice, David works with his business clients in a myriad of industries on matters such as ownership disputes, private equity investment, breach of contract, financing, solvency, insurance, environmental compliance, and land use. He has represented clients before numerous state and federal trial and appellate courts throughout the country and governmental Boards of Claims as well as in private mediation and arbitration.
Before joining McNees, David was a founding partner at Blumling & Gusky LLP, a Pittsburgh-based boutique construction and real estate law firm.
David is an active lecturer and presenter on legal issues related to his areas of practice, including construction contract negotiation; surety bond claims; mechanics liens; project delivery systems; cost claims; delay claim; preserving right to payment; collecting payment; and alternative dispute resolution.
When he is not practicing law, David spends as much time as possible with family.
