McNees Elects Attorneys Julia Coelho, James Franklin, Timothy Horstmann, Kelley Kaufman, and Adam Santucci into Membership

HARRISBURG, PA (January 4, 2017) – McNees Wallace & Nurick has elected Julia Coelho, James J. Franklin, Timothy J. Horstmann, Kelley E. Kaufman, and Adam L. Santucci as new members of the law firm, effective January 1, 2017.
Julia Coelho practices in McNees’ Corporate & Tax, Healthcare, and International Law practice groups. Her healthcare practice is focused on counseling hospital and health system providers, long-term care facilities, professional trade associations, physician groups and other healthcare organizations on various types of transactions, such as mergers and acquisitions, strategic affiliations, reorganizations, and joint ventures.
She also provides advice to clients on corporate governance, regulatory compliance, and general contractual matters.
As part of her regulatory compliance practice, Coelho routinely advises clients on fraud and abuse issues, including compliance with Stark and Anti-Kickback laws. Before joining McNees, Coelho worked as a law clerk at Highmark, Inc., where she focused on numerous areas of healthcare and insurance law.
Coelho grew up in Brazil until permanently moving to the United States in 2003. While in Brazil, she obtained a Bachelor’s degree in Civil Law and successfully undertook the Brazilian Bar Exam. She is fluent in English, Spanish and Portuguese.
James J. Franklin practices in McNees’ Litigation, Transportation, Distribution & Logistics, and Personal Injury practice groups. His background as a trial attorney and counselor have made him optimally positioned to help people who are experiencing the most vulnerable moments of their lives. Franklin helps guide his clients during their emotional and physical recoveries, and assisting them through the litigation process, with the singular goal of getting his clients the recovery they need in order for them to get back on their feet. He represents individuals and families throughout Pennsylvania, in both federal and state courts, and through mediations and arbitrations. Franklin believes in a collaborative and team-oriented approach with his clients, and actively involves his clients in every step of the recovery and litigation processes.
Timothy J. Horstmann is a member of the firm’s Public Finance Group and also practices in the Corporate & Tax, Municipal Recovery, Public-Private Partnerships, Food & Beverage, and Craft Breweries and Distilleries practice groups.
Horstmann also serves as counsel to the Firm’s political action committee, and advises businesses and political organizations on matters of lobbying disclosure and campaign finance reporting.
Kelley E. Kaufman practices in the firm’s Automotive Dealership, Labor & Employment, and Education practice groups. She performs pro-bono work for a number of local non-profit groups and businesses, and regularly defends clients before the Equal Employment Opportunity Commission, the Pennsylvania Human Relations Commission, and the Pennsylvania Unemployment Compensation Board of Review, as well as in employment-related litigation in federal and state court.
Kaufman has been a Junior Board member at the YWCA of Greater Harrisburg since 2011 and an Executive Committee member for three years, including a term as President of the Board from 2013-14. She was a Committee Chair and Co-Chair for the Race Against Racism in 2015 and 2016, respectively, and has served as a committee member for Power of Style in 2016 and Women of Excellence in 2014 and 2015. She also served as a member of the United Way Women’s Leadership Network and as a member of the Junior League of Harrisburg.
Adam L. Santucci practices in the firm’s Food & Beverage, Labor & Employment, and Public Sector practice groups. Santucci defends employers facing discrimination and harassment claims, as well as other types of employment litigation, such as wage and hour claims and wrongful termination suits. He regularly represents and counsels unionized employers in all aspects of labor relations including collective bargaining and labor arbitration, securing successful grievance arbitration decisions for clients and favorable outcomes in interest arbitration proceedings. He also provides counsel to non-unionized employers looking to remain union-free.
Before joining McNees, Santucci served as the Human Resource Director for the Pennsylvania Fish and Boat Commission, and gained six-years’ experience representing the Pennsylvania Department of Corrections in the Labor Relations Division handling employee discipline matters, grievance handling and advocacy, meet and discuss sessions, collective bargaining negotiations, interest arbitration proceedings, and labor relations strategic planning and consulting.
Santucci serves as the President of the Board of Directors for the Humane Society of Harrisburg Area, Inc., where he is helping build a better community for pets and people.
