McNees Attorneys to Present Webinar on Recent Developments in Stormwater Management for PSAB

HARRISBURG – McNees Wallace & Nurick attorneys Timothy Horstmann, and Ade Bakare will be presenting a webinar on Aug. 31 at noon to the Pennsylvania State Association of Boroughs (PSAB) on recent developments in stormwater management.
The webinar will focus on recent legal changes in Pennsylvania and pending legislation, the imposition of “reasonable and uniform” fees to cover management expenses, and potential funding streams available to municipalities to finance stormwater projects.
Attendees will learn of the history of stormwater regulation in Pennsylvania, the recent changes to the permitting process, and what to expect as they navigate the new requirements. Attendees will also learn about the recent changes to the Municipality Authorities Act, which authorizes the creation of stormwater authorities, and the benefits to forming or repurposing an existing municipal authority as a stormwater authority to comply with the new permitting system.
Horstmann is a member of the Firm’s Public Finance Group and also practices in the Corporate & Tax, Municipal Recovery, Public-Private Partnerships, Food & Beverage, and Craft Breweries and Distilleries practice groups.
Horstmann also serves as counsel to the Firm’s political action committee, and advises businesses and political organizations on matters of lobbying disclosure and campaign finance reporting.
Bakare is a member of McNees’ Energy and Environmental Group, where his practice focuses on issues involving electric, natural gas, communication, and water utility services. He represents large industrial and commercial consumers of these services before state and federal administrative agencies. Bakare also counsels several municipalities on energy matters.
