Attorney Returns to McNees After Serving as Deputy Chief Counsel to the PA Public Utility Commission

HARRISBURG, Pa. – (February 3, 2020) McNees Wallace & Nurick LLC is pleased to announce the return of Robert F. Young, who spent 17 years serving as Deputy Chief Counsel to the Pennsylvania Public Utility Commission.
Bob will practice in the McNees Energy & Environmental Law Practice Group, representing and counseling clients on matters involving electric, natural gas, pipeline, water/wastewater and other public utility and non-public utility service. He is also an experienced appellate litigator, who has represented clients in state and federal appellate courts in utility and non-utility cases.
During his tenure at the Pennsylvania Public Utility Commission, Bob provided legal, policy and regulatory advice to the Commission in all electric, natural gas, Marcellus Shale and pipeline matters, analysis of proposed state and federal legislation, rulemakings, appellate litigation, Federal Energy Regulatory Commission proceedings; PJM interstate transmission organization matters; and the supervision of all Law Bureau attorneys assigned to federal and state energy matters.
Bob was previously a Deputy Attorney General in the Pennsylvania Office of Attorney General’s Antitrust Section where he investigated and enforced antitrust laws in state and national transactions and conducted joint investigations with other states, the Department of Justice and the Federal Trade Commission.
Bob received his law degree from Syracuse University College of Law and his undergraduate degree from Franklin & Marshall College.
