HARRISBURG, Pa. – (October 28, 2019) McNees Wallace & Nurick LLC attorneys Timothy Horstmann and Eric Athey will present on day two of the Lancaster-Lebanon School Business Administrators Professional Development Conference taking place in State College, Pa. on November 6-8, 2019.
Tim Horstmann will present “Continuing Disclosure Obligations in Municipal Bond Financing” providing an overview of school districts’ continuing disclosure obligations, including recent rule changes that expand the scope of required disclosures to include bank loans and other financial obligations.
Eric Athey will present “Medical Marijuana in the PA Workplace” discussing the PA Medical Marijuana Act and its impact on employment from random and reasonable suspicion drug testing to reasonable accommodations and workplace safety issues.
Tim is a member of the McNees Public Finance & Government Services Practice Group with over ten years of experience representing clients in matters related to state, local and federal taxation. He advises banks and financial institutions, municipalities, school districts and nonprofits on the structuring of taxable and tax-exempt revenue bond and general obligation bond financings for a variety of capital projects, including manufacturing facilities, hospitals and other health care facilities, parking facilities, schools and higher education institutions and water and sewer projects.
Eric is Co-Chair of the McNees Labor and Employment Practice Group where he provides counseling and representation to employers on a wide range of labor and employment matters, including compliance assistance with laws such as the Affordable Care Act, FMLA, ADA, OSHA and wage and hour laws. He routinely helps unionized and non-union clients navigate difficult situations involving allegations of discrimination and harassment, as well as labor negotiations and arbitrations, employment contracts, and employment policy development. He represents private and public sector employers before state and federal courts, arbitrators and administrative agencies.
