McNees Attorneys to Present, ‘The Bay,’ at IMLA 2017 Mid-Year Seminar

HARRISBURG, Pa. – McNees Wallace & Nurick attorneys Scott A. Gould and Adeolu A. Bakare will present The Bay: Forced MS4 Reductions and Storm Water Utility Trends in 2017 at the International Municipal Lawyers Association (IMLA) 2017 Mid-Year Seminar on April 23 at the Omni Shoreham Hotel in Washington, D.C.
The presentation will be moderated by McNees’ Chief Business Development & Marketing Officer and a past president of IMLA, Iris Jones.
The presentation will cover the increased regulations of stormwater discharges from Municipal Separate Storm Sewer Systems (MS4), potential impacts of the new administration on stormwater regulation, and compliance and litigation concerns impacting stormwater utilities.
The Chesapeake Bay will be used as a case study for the environmental law portion of the presentation as it represents the largest Total Maximum Daily Load (TMDL) ever, and much of the focus in Pennsylvania is on creating and demonstrating sediment and nutrient reduction from small MS4s.
The seminar will also discuss formation of stormwater utilities as a means to fund municipal improvements, including a look at recent legal trends and issues facing municipalities.
Gould is Chair of McNees’ Environmental Law and Toxic Tort Group, a position he has held since 1998. He also practices in the Oil and Gas and Food & Beverage Groups where he provides experienced environmental counsel to clients in those industry-based groups.
He counsels business and industrial clients in all aspects of environmental law compliance. The scope of Gould’s practice includes compliance counseling, permitting, and compliance auditing under all regulatory programs, including water, waste, air, wetlands and encroachments, storage tanks, surface mining, and oil and gas exploration, production, and transportation.
Bakare practices in McNees’ Energy and Environmental Group, where his practice focuses on issues involving electric, natural gas, communication, and water utility services. He represents large industrial and commercial consumers of these services before state and federal administrative agencies. Bakare also counsels several municipalities on energy matters.
