McNees Strengthens Litigation and Energy & Environmental Law Teams with Addition of Sean C. Campbell and Matthew L. Garber

HARRISBURG, Pa. — (March 4, 2025) McNees Wallace & Nurick today announced the addition of two experienced attorneys to the firm’s growing team.

Sean C. Campbell has joined McNees’ Litigation Group, while Matthew L. Garber has joined the firm’s Energy & Environmental Law Group. Both will serve clients from McNees’ downtown Harrisburg office.

Campbell joins the firm as an experienced litigation attorney with a background in complex business disputes, including business torts, contract disputes, labor and employment matters, and directors’ and officers’ liability. He has represented clients in state and federal courts, appellate courts, and before regulatory and administrative agencies.

Before joining McNees, Campbell was an associate at a regional law firm where he focused on business torts and contract disputes. He also served as assistant counsel and lead litigation attorney for the Pa. Department of Community and Economic Development, where he managed legal matters related to grants, loans, tax credits and Right-to-Know Law issues.

Campbell also has experience defending licensed professionals in disciplinary proceedings before the Disciplinary Board of the Supreme Court of Pennsylvania and advising on construction litigation matters. Campbell earned his law degree from the College of William and Mary School of Law and his bachelor’s degree from the University of California, Los Angeles.

Garber returns to McNees, having previously spent five years with the firm before serving as vice president and corporate counsel at a national nonprofit law firm. He brings with him experience in regulatory compliance, utility cost management and energy-related transactions. He represents industrial, commercial, municipal and nonprofit clients in regulatory proceedings, energy project development and government policy matters.

Garber has litigated cases before the Federal Energy Regulatory Commission (FERC) and the Pa. Public Utility Commission (PUC) and has been involved in negotiating major energy agreements, including a pipeline expansion project that provided natural gas service to an industrial client and a rural community.

Garber’s experience also includes advising on contracts, compliance, and business operations. He previously served on the Altoona City Council, where he contributed to economic development initiatives. Garber earned his law degree from Rutgers University School of Law and his bachelor’s degree from Grove City College.
