His background as Assistant Counsel and Lead Litigation Attorney for the Pennsylvania Department of Community and Economic Development gives him unique insight into government operations and regulatory processes. In that role, he handled matters involving state funding, economic development programs, Act 47 municipal recovery, Right-to-Know Law disputes, and tax credit administrative appeals. Sean served as Assistant Counsel for the Pennsylvania Governor’s Office of General Counsel (OGC), Pennsylvania Department of Community and Economic Development (DCED), where he was the lead litigation attorney for the agency. He represented the Commonwealth in complex administrative appeals, financial recovery proceedings, and regulatory enforcement actions. His litigation experience includes high-profile cases involving the Pennsylvania Supreme Court, Commonwealth Court, and federal courts.
Before joining McNees, Sean focused on commercial and construction litigation, representing owners, contractors, and subcontractors in contract disputes, business torts, insurance coverage issues, and employment law matters. He also handled business disputes, officer and shareholder liability issues, professional licensing defense, and regulatory matters.
Sean began his legal career as a law clerk to the Honorable Sylvia H. Rambo of the U.S. District Court for the Middle District of Pennsylvania and the Honorable J. Wesley Oler Jr. of the Cumberland County Court of Common Pleas.
