Matthew L. Garber is an energy attorney advising clients on utility cost management, regulatory compliance, and energy-related transactions. As part of the McNees Energy and Environmental Law Group, he represents clients in regulatory proceedings, government policy matters, and energy project development. His work includes utility contracts, power purchase agreements, rate cases, and litigation before federal and state agencies, including the Federal Energy Regulatory Commission (FERC) and the Pennsylvania Public Utility Commission (PUC). Matthew also advises nonprofit organizations on compliance, governance, and organizational strategy.
Matthew previously worked at McNees for five years before serving as vice president and corporate counsel at a public interest law firm, where he provided legal guidance on contracts, compliance, tax law, and general business matters. There, he led successful financial management, human resources, and cybersecurity initiatives during a period of rapid growth.
Before law school, Matthew served on the City Council in Altoona, Pennsylvania, working on economic development initiatives and appointing governing boards for key municipal services.
Matthew earned his J.D., magna cum laude, from Rutgers University School of Law and was a visiting J.D. candidate at Penn State Dickinson School of Law. He holds a B.A. in Sociology, cum laude, from Grove City College.
